Washington, October 15, 1924—5 p.m.

43. Minister Jay expects to sail October 25 from New York and to arrive at Bucharest about November 8.³⁸ The Department has given him full information as to its views concerning matters which are at issue between the American and Rumanian Governments. The President received him this morning.

The Department will soon telegraph to you text of a note to be communicated to the Rumanian Government in answer to its memorandum of July 21.³⁹
