The Chargé in Nicaragua (Thurston) to the Secretary of State

Department’s 111, September 25, 5 p.m. Inasmuch as the fact of our intention to employ members of the Legation guard for the purpose of observing the conduct of the election is publicly known, a statement of the kind described either by the Department or the Legation might be advisable. If it is issued by the Legation I should receive its text by noon October 3rd.
