The Secretary of State to the Ambassador in Italy (Fletcher)3

72. On May 14 the French, British and Spanish Governments deposited at Paris the ratifications of the Convention regarding the [Page 457] Organization of the Statute of the Tangier Zone signed at Paris December 18, 1923, and they have now requested the adhesion of the Government of the United States as one of the signatories of the Act of Algeciras.4 Please endeavor informally to ascertain the attitude of the Italian Government towards this Convention, as well as to the Tangier Port Concession of December 11, 1923,5 and report as to whether the Italian Government appears disposed to adhere to the Convention with or without conditions or reservations.
