Baron Matsui requested me informally this morning to say to you that he hopes that the President if he signs the immigration bill will find it possible to issue an explanatory statement covering the Japanese clause as the Japanese people are still counting on him to veto the measure and if he does not are going to be bitterly disappointed and he believes that such a statement coming from the President would somewhat relieve the tension that is sure to arise when news of his signing the bill reaches here.
