Sir: I have the honor to acknowledge the receipt of your note of May 1, 1924, stating that you have been authorized by your Government to enter into negotiations with the Government of the United States with regard to the settlement of the indebtedness of Lithuania to the United States and requesting that this information be communicated to the World War Foreign Debt Commission.
I take pleasure in informing you that the substance of your note under acknowledgment has been communicated to the Honorable A. W. Mellon, Secretary of the Treasury and Chairman of the World War Foreign Debt Commission, with whom it will be proper for you to enter into direct negotiations.
