The Lithuanian Chargé (Bizauskas) to the Secretary of State

Washington, May 1, 1924.

Sir: I have the honor to inform you that I have been telegraphically instructed by my Government to communicate to you that I am authorized by my Government to enter into negotiations with the Government of the United States with regard to the settlement of the indebtedness of Lithuania to the United States.

I should be very grateful if you will cause this to be communicated to the World War Foreign Debt Commission.
