Inform President Martinez, if you have not already done so, that the Department’s offer to pay expenses of electoral experts was made simply in a desire to relieve the Nicaraguan Government of the financial burden involved, but that there would of course be no objection should the Nicaraguan Government wish to pay the expense itself.
