The Japanese Ambassador (Hanihara) to the Secretary of State
Sir: Recurring to my response of 4th October33 to your note of 29th September, I have the honor to inform you that I am now instructed by His Majesty’s Minister of State for Foreign Affairs to express to you once more, on behalf of my Government and people, their profound appreciation of the wholehearted and effective aid given to Japan by the Government and people of the United States as well as by their Red Cross and other institutions.
I am instructed also to thank you sincerely for your most sympathetic offer of still further assistance that may be desired by my Government, and to inform you that, in so far as the emergency relief personnel and supplies are concerned, the needs of the moment are now being happily met, thanks to the prompt and practical [Page 487] generosity of America and other countries, and therefore that my Government wish to make no further call upon your kindness in these respects.
As regards the assistance that may be needed by my Government in the prosecution of the reconstruction work, they hope they may count upon the good will of the United States Government in so far as such assistance is within its power to give.
