The Department and the Red-Cross share your views as expressed in the above telegram and feel that all relief supplies should be delivered to the Japanese authorities. Department is transmitting to you today a telegram from the Red-Cross26 stating specifically its desires in the matter of administering relief measures.
You will disregard the Department’s 142, September 8, 11-a.m.26 and be guided by the Red-Cross’ telegram which is being transmitted to you today by the Department.
