406. Department’s 391, October 23, 3 p.m.

Following received from Consul at Beirut:

“French High Commissioner has accepted Department’s attitude toward capitulatory regime and has ordered that new regulations shall not affect American interests and nationals until satisfactory treaty between the United States and France has been made.”

You may orally inform French Foreign Office that the Department is gratified at attitude of French High Commissioner and, appreciating the desire of the French Government to regularize its status in Syria at the earliest possible moment, would be glad to facilitate in any practicable way an early conclusion of an agreement with regard to Syria.
