Your No. 400, December 14, 3 p.m. Department’s No. 3, January 4, 3 p.m.69 Inform the Chinese Foreign Office with respect to its memorandum of December 13 that this Government has not been able to obtain unanimity with regard to the convening of the Extraterritoriality Commission on November 1, 1924, as suggested by it. You should, however, refrain from giving any intimation [Page 631] as to the attitude taken by the individual Powers concerned toward the meeting of the Commission.
