Sir: The Department has received your telegram No. 104 dated June 29, 1921,1 in which you state that the Costa Rican Government is now willing to open negotiations with the United States with a view to concluding a treaty of extradition.

There is enclosed herewith for submission to the Costa Rican Government as a sample of a treaty which would be acceptable to this Government, two prints of the Extradition Treaty between the United States and Spain.2

In transmitting the draft to the Costa Rican Government, you will be careful to see that Articles III and IV follow the text of those articles as found in the protocol. …
