Sir: With a view to concluding a treaty of extradition between the United States and Costa Rica, and having reference to previous correspondence,1 particularly your Legation’s despatch No. 7 of November 15, 1911, and the Department’s reply thereto No. 3, of November 29, 1911, you are instructed to ascertain whether the Foreign Office is disposed to resume negotiations looking to this end.
