For Stevens:

Your May 25, 8 a.m. and Department’s May 27, 5 p.m.74 I have about concluded that further expenditure of American funds in connection with the Chinese Eastern and Trans-Siberian Railways at this time is not advisable and contemplate so notifying governments concerned within the near future. Before doing so, however, I should like to have by telegraph any suggestions you can make in the premises especially with respect to possible arrangements for securing American interests and your estimate of approximate amount of funds which will remain on immediate winding up.
