Department assumes that message for Stevens in our 82 [32], April 8, 6 p.m., was delivered to him. Please ask Stevens if he has forwarded to us the report which that telegram called for stating his views with regard to possibilities for the future and the policy which the United States should pursue as to the Chinese Eastern Railway.
