Sir: Adverting to the Department’s circular telegraphic instruction of May 4th, 6 P.M., and to its circular telegram of May 27th, 6 P.M.,96 relative to the establishment of a commission to inquire into the present practice of extra-territorial jurisdiction in China, I have the honor to inform the Department that I did not fail promptly to bring the contents of the two instructions in question to the attention of the Spanish Government, and to transmit herewith, in copy and translation, a self-explanatory Note, No. 145 of November 7th,97 but received on November 25th, from the Minister of State, by which the Embassy is informed that the Spanish Government adheres to the agreement contained in the Department’s telegraphic instructions under acknowledgment.
