The Secretary of State to the Minister in China (Schurman)

236. Your telegram 403, October 2, 4 p.m.

Until Customs Treaty of February 6 has come into force the Department cannot affirmatively approve alteration of tariff schedules fixed by Treaty of October 20, 1920. As indicated in Department’s telegram No. 235 September 27 you may however advise Chinese Government that this Government will interpose no objection to the arrangement suggested in the Chinese Foreign Office note of September 30 pending deposit of ratifications provided this arrangement is accepted by all interested governments.
