403. Your 235, September 27, noon. Foreign Office note dated September 30th quotes telegram from Chairman Shanghai Tariff Revision Conference stating that conference in full meeting has approved revised import tariff prepared by it, and passed resolution that new tariff shall be promulgated October 1st and go into effect December 1st, 1922, “provided that all articles whose shipment for China was made prior to December 1st, 1922, shall pay import duty in accordance with former tariff.” Telegram adds that delegates of different Nations are requesting their Governments to give their agreement to execution of this procedure.
