Your recommendations concerning the method for making indemnity payments are approved. It is assumed that you intend the retained portion shall be paid into the International Banking Corporation for transmission to the Treasury and that the remitted [Page 816] portion shall continue to be paid by the Inspector General to the Foreign Office in accordance with the Legation’s despatch No. 1838 of December 31, 1917.88
