The Comptroller General (McCarl) to the Secretary of State

Sir: You are informed that in a statement of the accounts of the Chinese Government on account of Chinese Indemnity, Certificate No. 30613 Diplomatic Fiscal Officers, there was found due to the United States as of January 1, 1923, as follows:

1. Part of December 1917, monthly installments, payment deferred, $42,822.16
2. Annual installments of $539,588.76 for 1918, 1919, 1920, 1921, 1922, payable semi annually, payments deferred, 2,697,943.80
3. Accrued interest at 4% on amount of deferred payments remaining due and unpaid as of Dec. 31, 1922, 251,302.74
