The Secretary of State to the British Ambassador (Geddes)

The Secretary of State presents his compliments to His Excellency the British Ambassador and has the honor to acknowledge the receipt of the memorandum of October 4, 1922, relative to the withholding of naval assistance to China pending the restoration of a unified Government.

Careful consideration has been given to the views set forth in the memorandum of the British Ambassador, and the Secretary of State concurs in the wisdom of requesting the adherence of those Powers (with the exception of Russia) participating in or adhering to the original embargo agreement of 1919, and also of the Governments of Germany and Austria, to the understanding reached by the Governments of the United States, Japan, France, Italy and Great Britain.

This Government is therefore asking the assent of the Governments of France, Italy and Japan, with a view to requesting the formal adherence of the other governments above mentioned.
