The Minister in China (Schurman) to the Secretary of State

182. Diplomatic body met this afternoon and instructed foreign commandants in Tientsin to adhere “as far as lies within the power of the foreign commandants” to the resolutions of the diplomatic body regarding military occupation of the railway from Peking to Shanhaikwan of January 26, 1912; see MacMurray,32 volume 1, pages 318 to 319.

The phrase in quotation marks above was inserted to meet my objection to resolution 4 which provides for resistance by the combined forces of the powers.
