Considering the debate recently held in Congress with relation to the use of American troops in foreign countries, unless it is absolutely demanded by conditions, the Department is reluctant to give authority for an increase in the present contingent. Make a specific report as to the reasons for the requested increase. State whether the lives and property of Americans are endangered or are likely to be.
