104. Liang’s leave extended 20 days. Chances of Pao Kuei-ching23 for the Premiership apparently increasing although press alleges Chang Tso-lin desires to maintain Liang during Chang’s negotiations with Canton Government because of financial position of Liang. Pao is favored by Wu Pei-fu.

Wu Pei-fu urges trial of Minister of Finance Chang Hu on the ground of the proposed ninety six million salt surplus loan.

Chang Tso-lin has made preparations for prompt movement of troops. Representatives of all Northern factions assembled at Mukden on the occasion of his birthday. C. C. Wu left Mukden on the 8th after 10 days’ visit.

Teachers in primary schools besieging Ministry of Education for back pay.

President has published circular telegram pointing out expiration of his term next year and urgent necessity for election new Parliament to elect successor.
