The Chargé in Peru (Sterling) to the Secretary of State

36. Your no. 36, April 19, 6 p.m. The Grace steamer Santa Teresa leaves here the 26th instant with Ambassador Pezet on board due to arrive May 8 in New York. He carries the Government’s instructions to the Peruvian delegates which would have been given to Velarde had he come to Lima as planned. Inasmuch as until Pezet arrives, the delegates will be without either instructions or credentials, it is of no advantage that Porras sail before the 26th; I did not, therefore, urge his earlier departure. The Minister of Foreign Affairs, however, has given me positive assurance that Porras will not again postpone sailing, and that the delegates will be assembled and prepared for the conference at a date not later than May 15. If this date can be definitely fixed, the Minister would be glad to be so informed immediately.
