36. The Department i$ informed through the Peruvian Embassy here that Dr. Porras has again postponed sailing and will leave April 26. The Department feels that the delay caused in this manner would be very unfortunate, and the impression created would be most undesirable, in view of the fact that the Chilean delegation is already here. Inquire discreetly, therefore, as to whether it will be [Page 464] possible for the Peruvian Government to instruct Dr. Porras to obtain an earlier sailing, or at least that hi$ departure be not again postponed.
