The Acting Secretary of State to the Commissioner at Riga (Young)
2. Department of Labor has just informed State Department that arrangements were made by one of its representatives with the Latvian representative in New York for transit through Latvia of twenty-four aliens who sailed from New York December 23, 1920, via S.S. Imperator, and that these deportees were transshipped to Libau, [Page 803] where they were met by representatives of Latvia, placed aboard a train and taken to Riga, and turned over to Soviet representatives.
If any complications arose, cable facts briefly; otherwise submit full report by mail.
