Department of Labor has just informed State Department that arrangements were made by one of its representatives with the Latvian representative in New York for transit through Latvia of twenty-four aliens who sailed from New York December 23, 1920, via S.S. Imperator, and that these deportees were transshipped to Libau, [Page 803] where they were met by representatives of Latvia, placed aboard a train and taken to Riga, and turned over to Soviet representatives.
If any complications arose, cable facts briefly; otherwise submit full report by mail.
