Your telegram number 17, February 28, 7 p.m.95 The Foreign Office has learned that the attitude of the Soviets would be that the United States must treat with them directly on the question and [Page 793] that the Americans are held more or less as hostages. The Czechs will continue their efforts but I do not expect success. There are no new names to report.
