As instructed I handed Litvinoff a copy of statement in your March 25th. He inquired whether this was an official reply to Moscow proposal and whether any other reply might be expected. I of course told him I had no information beyond what was contained in statement. Up to the present time I had avoided having any intercourse with Bolshevik delegation. Does Department authorize [Page 769] me unofficially and personally to receive Litvinoff should he approach me with further proposals? This latter is but a hypothetical question regarding a contingency which may or may not arise.
