As intimated in Department’s 265,55 visaes will be granted upon individual application to responsible persons of good record whom the Far Eastern Republic may care to send to the United States for commercial purposes. The Department would extend them informal assistance but no official recognition. This coincides with facilities afforded Baltic States and other unrecognized governments.
