Anadir is virtually independent because it is inaccessible. Russians cannot go to Sakhalin, Nikolaievsk, Kamchatka, Okhotsk, without a Japanese visa and the Japanese Government are in control there. Vladivostok government still maintains flickering communication with the whole Russian seacoast up to and including Kamchatka.

Area of this government mainly within the zone of operations of Japan. Japanese authorities allow this government too few rifles to control brigands or to hold off Partisans and the Red Army. If the Japanese evacuate Chita government probably will dispossess this government unless they agree.
