My 122 April 1, 11 a.m. Military attaché has been informed by the War Office that fighting was started by Kappel29 troops at Vladivostok and Nikolsk in an attempt to overthrow Vladivostok government and that both factions were disarmed by Japanese troops who will allow no further fighting in the zone which they occupy.
