Contract referred to in 11512 and 116 returned to International Banking Corporation today approved by the President but with a letter from Secretary of the Treasury canceling from July 1st former order requiring countersignature Fiscal Agent and directing that all funds left with said bank after said date must be considered subject to checking by the sole signature of Secretary of the Treasury.
