The Secretary of State to the Secretary of War ( Weeks )

Sir: I have the honor to enclose a translation of a communication recently received from the Government of Nicaragua,11 inquiring whether this Government can supply certain arms and munitions from stocks left on hand by the war. This communication is transmitted to you for your information, and I should appreciate an expression of opinion from you as to whether the supplies desired by Nicaragua can be furnished by this Government. In view of the political situation referred to by the Nicaraguan Minister, the need for these arms and munitions is rather urgent.
