Embassy’s telegrams no. 190, dated October 8, noon, and no. 189 October 4, 5 p.m.³¹ The Department is now studying decision of Supreme Court³² received several days ago, and additional instructions will be forwarded shortly. Any suggestions which Señor Pani desires to make will be gladly received by Department.
