Embassy’s telegram number 48, November 4, 1921, 4 p.m. Inform the Minister of Foreign Affairs that we are highly pleased to learn that the Government of Belgium has agreed not to extend [Page 439] recognition to the Obregon Government until such time as Great Britain, France, and the United States take such action. You may give him assurance that when the time comes for any action looking toward recognition, this Government will be pleased to inform the Government of Belgium, to the end that such action be taken simultaneously.
