Sir: I have the honor to transmit herewith a copy in translation of the autograph letter44 in which Doctor Baltasar Brum, President of the Republic of Uruguay, acknowledged the receipt of General Obregon’s notification of his assumption of the Executive office of the United Mexican States. The letter, which is undated, was released by the Foreign Office and published by today’s press as indicative of recognition by the Uruguayan Government.
