539. Department’s telegram no. 404, August 26.19 Briand’s absence has delayed a reply. I gather that the French think that the Allied Powers must be consulted and that identic action should be taken, and that they have already so informed the Belgians. Article in newspaper here this afternoon was inspired by leak from Belgian sources, but I understand that the Foreign Office is publishing correction.
