The Minister in Honduras (Ewing) to the Secretary of State

Foreign Minister yesterday transmitted to Legation telegrams to President, to the effect that Guatemalans have penetrated further into Honduras; increasing forces to 400; interfering with construction [Page 86] work Cuyamel Railroad. Company’s concession dates from 1902, with no Guatemalan interference until now. Honduras requests good offices United States to secure withdrawal of Guatemalan forces to left margin Motagua River; otherwise, Honduras will not discuss any treaty with Guatemala.
