The Acting Secretary of State to the Chargé in Peru ( Smith )
Sir: I enclose for your confidential information an extract from a despatch from the American Minister at Bogotá,86 reporting a recent conversation with the President of Colombia, in which he requested that this Government would use its good offices with the Government of Peru to induce it to continue the negotiations with Colombia so that a satisfactory agreement might be reached regarding the disputed boundary between the two countries.
You may use your good offices with this end in view, orally and informally discussing the matter with the Peruvian Minister of Foreign Relations.
