Mr. Debuchi called and said that he was instructed by his Government to say that there were several points in the communication [Page 723] sent at the direction of the President in regard to Shantung which the Japanese Government would take up, but that Viscount Chinda had carried on the negotiations in regard to Shantung in Paris, and that it was necessary for his Government to communicate with him, and that consequently there would be some further delay in answering the note of the President.
