Mr. Secretary: With reference to our conversation of December 28th and under instructions received from my Government, I have the honor to propose to Your Excellency to cancel the denunciation of the Treaty of Friendship and General Relations of July 3, 1902 by the Government of the United States60 and to abrogate instead Articles 23 and 24 of that Treaty.

Thanking Your Excellency for the early and favorable attention which, I have no doubt, you will give to this matter, I gladly avail myself [etc.]
