The Ambassador in Great Britain (Davis) to the Secretary of State

3513. Your 6227 November 29, 4 p.m.56 and my 3491 December 4, 3 p.m.57 Foreign Office in noting that United States Government are withholding their support from contract entered into with Chinese Government by Pacific Development Corporation in view of acceptance of proposal put forward by British Government for immediate advance to Chinese Government by the four groups, assures me in note received today that British Government is doing everything in its power to hasten arrangements for carrying that proposal into effect and also to induce Japanese Government to authorize its group to enter the consortium on equal terms with the other members.
