As you are aware from the Department’s telegram of November 29, 1 p.m.,52 forwarded to you confidentially through Tokyo this Government is not prepared at this time to give its support to the Pacific Development Corporation loan. The Department is confidentially advised that neither the American Group nor the Chase National Bank is interested in the loan and that there appears to exist some doubt as to the ability of the Pacific Corporation to finance this loan.
