In view of understanding between the Department and Japanese Embassy covered by Department’s November 16, 6 p.m., and December 5, 8 p.m.,16 and pending proposals for consortium which is intended to include specifically provincial loans the Department believes that it would be impolitic to approve of proposed Hupeh provincial loan.
