Reply from American Group states that “while the loan contract for the Chinchou-Aigun Railway, which was entered into between [Page 517] the Manchurian Government and the original American Group, has never become operative, the American Group at the same time has not relinquished any rights which it may have thereunder. In any event the plan for the development of this port would be a matter for consideration by the new consortium, to which we will be happy to present it when the organization of the consortium is effected.”
