The Secretary of State to the Italian Chargé (Alliata di Montereale)

Sir: With further reference to your Embassy’s note of August 8, 1919,81 regarding the desire of the Italian Government that Italian bankers should participate in the new international consortium for financial business in China, I have to state that it is the opinion of the American Group, in which opinion this Department concurs, that the question of the inclusion of an Italian Group is one which, of necessity, must wait until after the consortium has been formed.
