Your February 16, midnight.

Department agrees with the suggestion of the Japanese Government that conference of representatives of banking groups be held in New York to arrange details of consortium operation and thinks that negotiations have reached the point where an early meeting is advisable and necessary. In line with that suggestion you may [Page 426] approach the Foreign Office to the end that Japanese Group appoint a representative to attend such a meeting to be held in New York on May 15th. An early expression of agreement to the above will be appreciated in order that plans may be made accordingly.

Department’s telegram today to Peking will be repeated to you from there.78
