As the Southern authorities are unnecessarily delaying the appointment of their delegation to the Internal Peace Conference and are raising incidental questions about Fukien and Shensi Provinces where forces allied with them are meanwhile trying to advance and where Northern forces are being increased, it may be necessary to follow up the friendly representations made under your instruction of November 16, 6 p.m.6 by a communication to both sides urging that the Peace Conference convene without delay. Unless instructed to the contrary I shall understand that I am to continue to cooperate with my British, French, Japanese and Italian colleagues in urging both sides to take the steps necessary for the internal peace.
