Under Secretary of State Frank Lyon Polk has been appointed by the President a Commissioner Plenipotentiary of the United States to Negotiate Peace and designated as the senior member of the Commission, to act as Chairman upon his arrival in Paris. He sails from New York on the Steamship Imperator July 21.
